Heads of Terms are being finalised, with the transaction subject to formal documentation, funding and securing the proposed new lease with Brighton & Hove City Council.
The development will introduce two FlowRider surf machines, a new clubhouse and hospitality facilities, alongside an expanded watersports offering.
